  Hmong and Chicana/Latina Educational Enrichment Program

Agency Description: Neighborhood House, located at the Wellstone Center, is a multi-cultural, multi-lingual agency on St. Paul’s west side that achieves to support and empower immigrants and low-income residents by providing information and resources to meet their food, housing, education, and youth leadership needs. 

 

Project Description: Neighborhood House received a state incentive grant to implement a community-based ATOD prevention program for Chicana/Latina youth. Hmong and Chicana/Latina Educational Enrichment Program (HCLEEP) has the mission to support and strengthen the developmental, academic, cultural, community, and social capacity of low income, at-risk, third through twelfth grade, Hmong and Chicana/Latina girls throughout the city of Saint Paul and surrounding suburbs. HCLEEP offers participants academic support and tutoring, leadership development training, and exposure to self-esteem building and community service opportunities. In January 2000, HCLEEP staff developed a program that provided gender- and culturally-specific ATOD-related information, intervention, and prevention programming that would positively influence and strengthen the attitudes, knowledge, and behaviors of Hmong and Chicana/Latina girls.

 

ACET services: ACET was selected to develop culturally appropriate logic models and evaluation plans in collaboration with Michael Rodriguez for both the Hmong- and Latina-implemented programs. In order to build evaluation capacity among Neighborhood House staff, ACET developed a protocol for staff administration of instruments and subsequent data analysis. ACET also worked closely with Neighborhood House staff and supported their uniform administration of instruments, understanding of the data they were collecting, and appreciation of the evaluation process. ACET reported the results of the evaluation to Neighborhood House in 2000.
